• Engage UArctic in the work of the Arctic Council working groups whereby UArctic will facilitate and actively engage in developing opportunities for training and education.
• Acknowledge that UArctic take responsibility for sustaining IPY legacy in the area of higher education, knowledge transfer and training, valuing traditional knowledge.
• UArctic respectfully calls for the unequivocal endorsement of Arctic Council members for the establishment of a UArctic Legal Entity.

UArctic also presented its message to the Senior Arctic Officials through submitting three documents to the participants in advance of the meeting, the Strategic Plan 2008-2013; the report to the SAO’s as well as a message document.

An overview of the Arctic Council Senior Arctic Officials Meeting
The Senior Arctic Officials of the Arctic Council met in Kautokeino, Norway on November 19-20, 2008. Around 200 delegates representing the eight Arctic States, six Permanent Participant Organizations and observer countries and organizations had two intensive days of meetings, preparing the agenda for the upcoming Arctic Council Ministerial meeting to be held in Tromsö Norway in April 2009.
