The Expert Council was established in February, 2012 and the representatives from all federal ministries and agencies dealing with the Arctic projects are members of this Council. Also the representatives from Northern (Arctic) Federal University and North-Eastern Federal University joined the Council. The Expert Council is going to work with such issues as international law analysis; Russian law and public policy in the Arctic; expertise on big international projects; observation and expertise on the implementation of national policy in the Arctic, etc.
The participants discussed two main issues. The first one was the execution plan of the Basics of the Russian Federation State policy in the Arctic for the period till 2020 and for a further perspective. While discussing the second issue the focus was the main provisions of the socio-economic report on the Arctic zone development and Antarctic research. Rector Elena Kudryashova was the keynote speaker on the first issue. After the meeting she stated that NArFU could become the main scientific-educational center for the governmental policy implementation in the Arctic.
For the purpose of better coordination six expert groups were created. NArFU’s rector Elena Kudryashova joined the first group on the socio-economic development of the RF Arctic zone.

The first meeting of the Expert Council on the Arctic and Antarctic under the supervision of Chairperson of the Council of the Federation, the Russian Federation Federal Assembly, Valentina Matvienko was held in Moscow on the 30 of March.
